Can Kenya Become East Africa’s Oil Refining Hub?

Kenya is positioning itself to become a major player in Africa’s energy industry after Dangote Industries Limited confirmed plans to build a 700,000 barrels-per-day (bpd) oil refinery in Lamu County.

If completed, the project would rank among the largest refining facilities on the continent and could reshape how petroleum products are produced and distributed across East Africa.

But can Kenya truly emerge as the region’s refining hub?

Why Kenya Matters

Kenya occupies a strategic position along the Indian Ocean, making it one of East Africa’s most important trade gateways.

Its ports, transport corridors and growing infrastructure already serve neighbouring countries including:

  • Parts of the Democratic Republic of Congo

A large refinery in Lamu could strengthen Kenya’s role by supplying refined petroleum products across the region.

The Dangote Effect

Dangote Industries’ decision to invest in Kenya is significant because the company already operates Africa’s largest refinery in Nigeria.

The proposed Kenyan refinery is expected to process 700,000 barrels of crude oil per day, exceeding the current capacity of the Lagos refinery before its planned expansion.

If delivered on schedule, the facility could reduce East Africa’s dependence on imported fuels while creating a new regional supply centre.

Why Lamu Was Selected

Lamu offers several strategic advantages.

Its location on Kenya’s northern coast provides direct access to international shipping routes through the Indian Ocean.

The county is also part of the Lamu Port-South Sudan-Ethiopia Transport (LAPSSET) Corridor, a major infrastructure initiative designed to improve trade, logistics and regional connectivity.

These factors make Lamu attractive for large-scale industrial projects requiring efficient access to ports and export markets.

The refinery could have a far-reaching impact on Kenya’s economy.
